Albania, Ecuador, France, Ghana, Japan, Malta, Mozambique, and Switzerland were absent on this occasion. The support of at least nine members is required to pass a resolution.
The US resolution emphasized Israel’s right to self-defense, while the Russian draft called for the Israeli military to cancel its demand to expel Gazans from the north.
