Participants stressed political dialogue, constitutional procedures, public relief, stronger local governments and cooperation between federal and provincial governments to address Pakistan’s problems.

ISLAMABAD: Editor in Chief Pakistan Group of Newspapers and Chairman Roze News SK Niazi, while talking in his renowned talk show Sachi Baat, said the internal situation in our country is very bad, poverty is increasing a lot, corruption has existed in every era but has now reached its peak, Field Marshal is working day and night for the development of the country, Pakistan’s prestige has risen greatly all over the world, these are the country’s internal affairs, the situation is getting more and more difficult, not much progress is being made on the issues even in the courts, corruption cases have also increased significantly, the government should play its role in the current situation, there will be no emergency in the country, new provinces should be created in the country, there is also a need to pay attention to internal matters, we request that notice be taken of the current situation, all political parties should come forward to resolve issues, every party, including Jamaat-e-Islami and MQM, should play a role, political parties should work together to improve the situation, the federation is saying that matters should be discussed with the provincial government, small issues should be resolved before taking tough decisions, practical steps are necessary to solve public problems, government should focus on urgent issues, we are repeatedly talking about solving public problems, there is no need for martial law, no emergency, no governor’s rule, the problem must be resolved through political and constitutional means, the Prime Minister should play a role in provincial matters within the constitutional framework, political parties have reservations on the issue of formation of provinces, PPP’s stance on the issue of formation of provinces is also important, government affairs are conducted under Article 248 of the Constitution, provincial governments can oppose the formation of new provinces, the issue of new provinces is not politically easy, the country’s internal affairs are becoming more complicated, in the current political situation, resolving problems is becoming difficult, poverty and middle class problems are increasing, urgent attention is needed to address the problems of the common man.

Senior lawyer Shah Khawar said there is a specific constitutional procedure for emergency in Pakistan, emergency can only be imposed in exceptional circumstances, Article 235 of the Constitution is related to the imposition of emergency, constitutional requirements must be met for the implementation of emergency, Provincial Assembly resolution is necessary for implementation of emergency, Provincial Assembly can request emergency by passing resolution, it will be necessary to mention the situation of the province in the provincial assembly resolution, the federation can impose emergency at the request of the provincial assembly, Parliament approval is necessary within 10 days after the emergency is imposed, emergency cannot continue without parliamentary approval, emergency may be imposed initially for two months, emergency may be imposed for two months, extension of emergency period possible after approval, emergency can be imposed in the province under Article 234, High Court’s powers related to fundamental rights may be affected during emergency, emergency can be imposed in case of external aggression or internal unrest, even if constitutional responsibilities are not fulfilled in the province, there is an option for emergency, Governor’s report under Article 234 is important, if the provincial government or assembly fails to perform its constitutional duties, An emergency must be imposed through the constitutional process, including the President’s satisfaction and approval by a joint sitting of Parliament. Constitutional and political issues should be resolved through dialogue and prescribed legal procedures, Constitutional amendments and the creation or alteration of provinces require strict procedures and specified majorities. Article 140-A should also be implemented to empower local governments with administrative and financial authority. Stronger local governments can help address public issues and improve governance at the grassroots level.

President Islamabad Bar Association Chaudhry Naeem Gujjar said it is important to take care of the people and provide them with employment, rulers should be aware of the problems and difficulties of the people, it is important to correct the country’s internal affairs, focus should be on solving the country’s fundamental problems instead of elections, large-scale reforms are needed in the country, if the government has failed, a better alternative should be found, we are lawyers, we talk about justice, matters can be made easier by consulting seniors, if the government has failed, it needs to be seriously considered, Articles 232 and 234 clearly define the constitutional procedures for imposing an emergency. The situations in Balochistan and Khyber Pakhtunkhwa are different, and the federal and provincial governments should address their differences through cooperation. The government must take effective steps to improve the situation and prevent further deterioration.

Advocate Supreme Court Talat Abbas Khan said our problems are in front of everyone, but there is no attempt to solve them, we speak against corruption, but corruption is increasing, it is not the country’s weakness, there is a need to end the problems, people must be rescued from difficulties, if the problems of the people are not resolved, the situation may become more serious, we are not just talking about one person, we are talking about the entire country, people should be careful, there is a difference between the situations in Balochistan and Khyber Pakhtunkhwa, Balochistan administration is working closely with the federation, the federation and the province must work together in Khyber Pakhtunkhwa as well, emergency will not be imposed in the country.

Any such step in Khyber Pakhtunkhwa must meet constitutional requirements and command the necessary majority in the assembly, the Constitution’s supremacy must be protected, while all institutions should work within their defined mandates. Political parties should engage in dialogue and give each other space. Local governments should also be strengthened to address public issues, while the Election Commission must ensure transparent and fair electoral processes.
