ISLAMABAD : Development work in Sectors F-14 and F-15 has been formally commenced with the groundbreaking ceremony performed by Federal Minister Riaz Hussain Pirzada.
Islamabad (16 February 2026): Under the Federal Government’s housing policy, a dignified groundbreaking ceremony for infrastructure construction and development works in the capital’s important Sectors F-14 and F-15 was held on Monday.
Federal Minister for Housing and Works, Riaz Hussain Pirzada, formally inaugurated this significant project. The ceremony was attended by Federal Secretary for Housing and Works, Captain (Retd.) Muhammad Mahmood; Director General, Federal Government Employees Housing Authority, Captain (Retd.) Muhammad Zafar Iqbal; and other senior officials and directors of the Authority. A grand ceremony was organized, which was attended by prominent government and administrative personalities, including Federal Minister Anjum Aqeel Khan, Member of National Assembly Malik Abrar Ahmed, and allottees.
On this occasion, Director General FGEHA, Captain (Retd.) Muhammad Zafar Iqbal, stated that the day marks the addition of a golden chapter in the history of the institution. He said that approximately 11,000 families’ hopes are being fulfilled, who had been waiting for this moment for the past ten years. He also appreciated the legal team and all officers of the Authority for their dedicated efforts in bringing the process to completion.
He further emphasized that the Authority’s vision is not limited to plot allotment but extends to developing a well-planned residential community in accordance with modern standards, ensuring quality infrastructure, wide roads, an effective drainage system, parks, educational and social facilities, and environmental sustainability. For this purpose, the Authority has selected the renowned company National Logistics Corporation (NLC) for the development of these sectors, whose professional expertise is highly commendable. He assured all affectees that the allotment process will be completed with full transparency and that the development phase will be executed with honesty and in accordance with rules and regulations, with the ultimate satisfaction being achieved when allottees settle in these sectors and witness their dream homes becoming a reality.
Federal Secretary Housing Muhammad Mahmood stated that no negligence would be shown in the full payment of claims to landowners and that his office would remain open to address their concerns, which would also be resolved through the facilitation of honorable members of parliament. He further urged allottees to make immediate payment of their dues, warning that plots of defaulters may be cancelled in accordance with the law. He appealed to allottees to ensure timely payment of installments to maintain the pace of development works and reaffirmed the government’s commitment to gradually resume all stalled projects.
Addressing the ceremony as chief guest, Federal Minister for Housing and Works, Mian Riaz Hussain Pirzada, stated that the government remains committed to fulfilling its promises to the public and that the timely completion of public housing projects is a top priority. He noted that the formal commencement of development works in Sectors F-14 and F-15 reflects this commitment. He explained that although the project was initiated in 2015, it faced delays due to various reasons; however, it is now being advanced with renewed momentum.
He further stated that under the leadership of Prime Minister Shehbaz Sharif, special attention is being given to housing projects, resulting in significant acceleration in development activities. He welcomed the fact that all sectors of the Federal Government Employees Housing Authority are gradually returning to progress. He assured that the concerns of landowners and allottees will be addressed, fair compensation will be ensured, and the project will be completed on schedule. He added that, under the agreement, development works will be carried out by the National Logistics Corporation, whose cooperation is highly appreciated.
Key Details of the Project
• Project Cost: The mega project will be completed at a total cost of approximately PKR 28.2 billion.
• Construction Responsibility: The development contract, valued at approximately PKR 19.58 billion, has been awarded to the National Logistics Corporation (NLC).
• Land and Plot Details: Spread over 10,875 kanals, the project will provide a total of 6,800 residential plots.
o Sector F-14: Includes 4,825 plots ranging from Category I to Category III.
o Sector F-15: Development will be carried out on 1,975 plots of various categories.
• Provision of Modern Facilities: The project includes world-class infrastructure such as paved roads, sewerage systems, water supply, underground electricity, street lighting, gas networks, and telecommunication facilities.
It is noteworthy that the project received final approval in October 2025 during the meeting of the Departmental Working Party (DWP), following which all legal and administrative procedures were completed, and its implementation has now commenced.
This project is expected to serve as a significant milestone in addressing residential needs in Islamabad and providing a high-quality standard of living to federal employees and other citizens. The Ministry stated that if allottees continue to pay their installments on time, the project may be completed within a period of two years.
On this occasion, Federal Minister Mian Riaz Hussain Pirzada also appreciated the performance of Director General Housing, Captain (Retd.) Zafar Iqbal, and appealed to all allottees to ensure timely payment of their installments so that the project may be completed without delay.
