Former President Islamabad High Court Bar Riyasta Ali Azad said if there are more provinces, the administrative structure will be smaller and expenses will be lower, Islamabad’s administrative model can serve as an example for the formation of new provinces, Islamabad was granted the status of federal capital by presidential order, Islamabad’s limited area makes a separate administrative status suitable for better governance, while stressing that creating new provinces alone cannot solve public problems without effective governance. He said Article 239 provides a clear constitutional procedure for creating new provinces and the process must be followed instead of bypassing it through a referendum. He also highlighted major changes in the judicial system following the 26th and 27th Constitutional Amendments, including the expanded role of the Federal Constitutional Court and changes to the Supreme Court’s jurisdiction. He stressed that constitutional and institutional powers must be exercised within defined limits and that laws are meaningful only when properly implemented. Political parties, he said, should clearly state their position on new provinces and present their proposals formally in Parliament rather than relying on political slogans and TV debates.

Leader of Tehreek-e-Insaf Aamir Mughal said PTI is protesting on September 27, workers are being arrested before this, institutional hegemony can only be ended through constitutional and parliamentary means, ending institutional hegemony is possible only by empowering Parliament, the power to amend the constitution lies with Parliament, change can only be brought through a vote, along with the establishment of provinces, it is also necessary to end institutional hegemony, real change is not possible without empowering the elected representatives of the people, balance among state institutions and parliamentary supremacy is essential for democracy, while calling for investigations into rape cases and restoration of fundamental rights. He said the struggle for the rights of the people, protection of the public mandate and democratic freedoms would continue until true freedom and justice are ensured in the country.

MNA PPP Dr. Shazia Sobia said the democratic way is to change the government through constitutional means, the movement started in Karachi and ended in Islamabad, various stages and incidents came to light during the no-confidence motion, the government was changed constitutionally through a no-confidence motion, in a democracy, only the constitutional path should be adopted for changing the government, democratic and constitutional procedures must be prioritized for political change, stopping traffic on roads is not a democratic method, law enforcement is essential, if a protocol is being given, its rules and regulations should be followed, it is important to observe the limits of law and regulations even for protests, political change and dissent must remain within the law and democratic framework, stressing that Parliament is the proper forum for resolving political and constitutional issues rather than taking matters to the streets. Political representatives should raise public concerns in the National and Provincial Assemblies and use parliamentary committees effectively. He said the door to dialogue and negotiations should always remain open, while differences should be addressed through constitutional and legal procedures. Supporting the Punjab Assembly resolution, he stressed that any proposal for new provinces, including Hazara, must follow the Constitution, including the required two-thirds majority, and warned that bypassing constitutional limits could have serious consequences.
