ISLAMABAD: National Electric Power Regulatory Authority (NEPRA)Friday issued a Show-Cause Notice to K-Electric for its consistent failure to fulfill its service obligations of uninterrupted power supplies to the consumers; to provide non discriminatory distribution services within its licensed territory; apparent discrimination between consumer and group of consumers and to despatch power from its own plants and the IPPs causing a reduction and deliberate under-utilization of the available generation capacity at various times.
The Show cause notice says that the KE prima facie failed to comply with prudent utility practices by operating its generation facilities without cushion or back up, keeping the consumer at risk of non-provision of electricity in the event of any fault. It failed to restore the supply of power to the affected consumers in case of unscheduled or unplanned interruption in supply of power within the specified time limit.
KE failed to provide vital information as required by NEPRA and instead provided mis-leading and incorrect information. KE was in consistent breach of its term and condition of license in ensuring safe, reliable and efficient supply of electricity in accordance with the requirements of its licenses.
NEPRA earlier constituted a Fact Finding Committee to ascertain the reasons for extended hours of load shedding and power supply breakdowns during 18th to 24th June, 2015 in Karachi and KE was directed to arrange and make available the relevant data, information and staff to assist the Committee. Several issues and violations came to the notice of the Authority regarding implementation of the performance standards and the compliance of the NEPRA Act and Rules & Regulations.
NEPRA allowed 15 day to KE to respond to show cause.
