ISLAMABAD: Mr. Qamar Zaman Chaudhry, Chairman NAB chaired a meeting at NAB Headquarters to review training needs and capacity building of NAB officers/officials especially NAB Investigation Officers and Prosecutors and to analyze the training plan for NAB Investigation officers/officials (IOs) and Prosecutors for the year 2016.
Director General (DG) Training & Research Division gave a presentation on the training being provided to NAB Investigation officers/officials (IOs) and Prosecutors.
He informed about the training plan for the year 2016 and said that 11 Refresher Courses for NAB Investigation Officers (IOs) and 2 Refresher Courses for NAB Prosecutors and courses for Training of Trainers have been planned for the year 2016.
He informed that 06 capacity building short term courses for NAB Investigation officers (IOs), besides orientation/short term IT courses to Investigation officers/ Prosecutors to have knowledge about the newly devised Monitoring and Evaluation System (MES) in order to enhance the capacity building of NAB’s IOs and Prosecutors. DG T&R further informed about interaction with International organizations like Australian Federal Police and United Nations Office on Drugs and Crime (UNODC) and local training institutes like Secretariat Training Institute (STI), Pakistan Manpower Institute, (PMI) National Institute of Banking and Finance, (NIBAF), National Police Academy and FIA Academy, COMSATS and Pakistan Planning and Management Institution (PPMI) Islamabad for catering the training needs of NAB officers and Officials in different areas including white collar crimes.
Mr. Qamar Zaman Chaudhry, Chairman NAB said that NAB accords high priority to the training of its Officers/Officials and Prosecutors. He said training is a continuous process which is an important and serious aspect in the capacity building of NAB Investigation Officers/Officials and Prosecutors and the cutting edge of effective job performance.
He said that training is an instrument through which human capabilities are developed for enhancing practical and productive efforts. Chairman NAB said that NAB is committed to eradicate corruption and corrupt practices from the country and bring the guilty to book according to the law. An effective execution of this mandate necessities professional competence of NAB’s human resource continuously.
The Chairman NAB said that NAB recognizes the centrality of training as a tool of improvement and maintaining the quality of its manpower. He said that a standardized syllabus for all investigation officers, refresher and capacity building courses on Accounts matters, General Financial Rules, FR, SR, Digital Forensic Question Documents and Finger Print Analysis has been formulated by NAB to ensure quality and uniformity.
It will help NAB in achieving standard application of SOPs, Laws and rules. The performance objectives of training programs will be continuously evaluated so as to form a basis for subsequent review and improvements in future training needs. He directed Training and Research Division NAB to have coordination with donor agencies like Australian Federal Police (AFP), UNODC and USAID etc for provision of latest equipments as well as cooperation in training of NAB Investigation Officers and Prosecutors on modern lines having state of art facilities.
The Chairman NAB said that NAB plans to have its own Training Academy which will be established at NAB Headquarters in order to meet the training requirements of all ranks of NAB officers/officials on modern lines with state of the art techniques and technology.
A Digital Forensic Science LAB has been established in NAB Rawalpindi. The Forensic Science LAB has the capacity to have Digital Forensics, Question Documents; Finger prints analysis so that Investigation Officers/Officials and Prosecutors may utilize Forensic LAB facilities in order to investigate cases within stipulated time period as per SOPs/laws.
He said that 110 incoming Investigation Officers are being trained at Police Training College Sihala. The course contents have been designed on modern lines and a standardized syllabus for all investigation officers for their capacity building courses has been formulated to ensure quality and uniformity which will help NAB in achieving standard application of SOPs/Laws.
He said that NAB has established libraries at NAB Headquarter and NAB Regional Bureaus in order to facilitate Investigation Officers/Officials and Prosecutors about corruption cases and the judgments etc of different Honourable Courts throughout the country. NAB has E-Library at NAB Headquarters having more than 30, 000 electronic books related to Law Journals, yearly law reports and monthly law reports etc. NAB plans to have access with Higher Education Commission (HEC) Library which will be beneficial for NAB officers/official in collection of relevant information.
