On December 27, 2007, Ms. Bhutto was killed in a gun and bomb attack at Liaquat Bagh as she was leaving after speaking at a public gathering there.
PPP employees and leaders have been announcing plans to build the memorial there for the past 15 years.
Although the PPP is a coalition partner in the province and in the center, Commissioner Rawalpindi Division Noorul Amin Mengal conceptualized the project, and the Rawalpindi Municipal Corporation (RMC) would cover its costs to honor the contributions of the first Muslim prime minister. The commissioner stated that proposals will be submitted by the private companies involved in erecting monuments in Lahore and other regions of the nation. He claimed that he had asked NCA students for advice.
