From Heart of Asia to BRICS declaration

Pakistan has rejected the BRICS declaration. The fact is not denying that what has been said in BRICS declaration has already been accepted by Pakistan last year in Heat of Asia declaration. We must not forget that Pakistan is signatory to this declaration. Para 14 of the Heart of Asia declaration has literally been reproduced in BRICS declaration. Both are being reproduced here for a profound understanding.

First look at Para 48 of BRICS declaration that has been rejected. It states: We, in this regard, express concern on the security situation in the region and violence caused by the Taliban, ISIL/DAISH, Al-Qaida and its affiliates including Eastern Turkistan Islamic Movement, Islamic Movement of Uzbekistan, the Haqqani network, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP and Hizb ut-Tahrir.

Now have a look at Para 14 of the Heart of Asia declaration: We remain concerned by the gravity of the security situation in Afghanistan in particular and the region and the high level of violence caused by the Taliban, terrorist groups including ISIL / DAISHand its affiliates, the Haqqani Network, Al Qaida, Islamic Movement of Uzbekistan, East Turkistan Islamic Movement, Lashkar-e-Taiba, Jaish-e-Mohammad, TTP, Jamaat-ul-Ahrar, Jundullah and other foreign terrorist fighters.

Now the question is: Is there any difference between these two paragraphs? You accepted it and signed the Heart of Asia declaration and now you reject BRICS declaration. I wonder if this acumen can shape our foreign policy on prudent foundations.
